LILY YAN HUGHES has joined the Syracuse University College of Law as assistant dean for career development. An experienced corporate executive, Hughes most recently was senior VP, chief legal officer, and corporate secretary for Arrow Electronics, Inc. (NYSE: ARW), a Fortune 500 company with nearly $30 billion in annual revenue. At Arrow, she was a member of the executive committee and led the company’s global legal, trade risk, and compliance teams. MICHAEL PAULUS has joined Syracuse University Athletics as senior associate athletics director/executive director of athletic development. The Syracuse–area native brings 10 years of college-sports fundraising experience to his new role with the university’s Orange Club. Paulus comes to Syracuse after serving in the same role at the U.S. Naval Academy since 2018. As a member of the athletic director’s executive staff, he partnered with the Naval Academy Foundation and Athletic & Scholarship Programs division to lead fundraising efforts supporting Navy athletics. In three years at Navy, the development team achieved record levels of annual and major gift support, most notably increasing unrestricted giving by 35 percent and also surpassing $110 million raised for athletics as part of the Academy’s “Called to Serve, Daring to Lead” campaign, according to a Syracuse University news release. The $110 million exceeded the original campaign goal of $70 million set for athletics and resulted in numerous capital renovations and improvements to facilities benefiting Navy Athletics. Paulus was also a sport supervisor for four varsity programs at Navy. Before his time at Navy, Paulus was the assistant athletics director for development at the Ole Miss Athletics Foundation from 2015 to 2018. In that capacity, he was a lead fundraiser for Ole Miss Athletics and the “Forward Together” campaign, a $200 million capital initiative that resulted in a new basketball arena, expansion to the football stadium, and renovations and improvements benefiting all Olympic sports facilities. Paulus began his career in athletics development at Mount St. Mary’s University (2013-15) and Virginia Commonwealth University (2012-13). A graduate of the College of William & Mary, Paulus played quarterback for the Tribe in 2010 and 2011 after playing the same position at the University of North Carolina for three years. Before college, Paulus starred as a quarterback at Christian Brothers Academy. He went on to earn his master’s degree in education in sport leadership from Virginia Commonwealth University, an MBA from Mount St. Mary’s, and a Ph.D. in higher-education administration at Ole Miss.

EATON, N.Y. — Madison County has a new $16 million highway garage on Brown Road in Eaton.
This facility replaces the current one in Morrisville on Cedar Street that has served the southern half of the county since 1948, Madison County said in a news release.
Firms working on the project included Rochester–based LeChase Construction Services, LLC, which has an office in Syracuse; C&S Companies of Salina; Beebe Construction Services of Utica; S.C. Spencer Electric of Constableville; Brosh Mechanical, Inc. of Clay; Comfort Systems USA (NYSE: FIX); LaValley Bros. Construction of Wolcott; and Johnson Controls (NYSE: JCI).
To help reduce project costs, the Madison County Highway Department handled a lot of the site work, paving, and grounds landscaping in-house.
The project includes a 51,000-square-foot highway facility, a 22,500-square-foot salt-storage building, a 12,300-square-foot cold-storage building, a fire pump house, and a fuel facility.
The main parking area can hold up to 12 fully loaded plow trucks, in addition to several pickup trucks and miscellaneous pieces of equipment. It also includes an almost-10,000-square-foot maintenance area that has heavy truck lifts and standard vehicle lifts to make servicing and maintaining vehicles easier and more efficient.
The new garage has substantial storage area to keep all the highway equipment under cover and out of the elements when they are not in use, Madison County said. The fueling station has above-ground tanks that “minimize the possibility” of leaking and contaminating the groundwater.
It also includes work and training spaces for employees, along with a place for the Madison County Sheriff’s Department to keep vehicles.
“Because Madison County pushed forward with this important project in March 2020, just a few short weeks into the COVID-19 pandemic, the county has saved hundreds of thousands of dollars for its taxpayers and kept important trades workers employed during this difficult time,” Madison County Administrator Mark Scimone said in a statement. “If we had waited and pumped the brakes on this project for several months, we would have fallen victim to the material cost increases that have rocked the construction industry over the last year. Lumber costs have skyrocketed over 500%, steel prices have gone up over 75%, and copper prices have increased over 125%, since our bid date. Delivering a successful project, well under budget, is something of which the entire County and the Construction team can be proud. And to the best of our knowledge there were zero reported positive cases of COVID-19 on the highway-facility project, start to finish.”
The Madison County Highway Department maintains 434.4 miles of road, 124 bridges, and 143 large sized culverts (spans between 5 and 20 feet).
“We are excited to be opening the doors to our new highway facility,” Madison County Board Chairman John Becker said. “For years now, we have known that a new facility was needed to serve the southern part of our county. The old garage was not adequate or safe for our equipment or for our employees. This new state of the art facility will serve our community for years to come.”
Morrisville garage
As for the Morrisville garage, Madison County is currently working on putting together a request for proposal for “responsible removal” of the buildings and environmental cleanup of the site, Samantha Field, public information officer for Madison County, tells CNYBJ in an email.
“That will take a few months to complete. Currently there are no official plans on future use of the site after that, but we are looking into several ideas,” Field says.
The facility in Morrisville had “many issues,” according to the county. Plow trucks could not be maneuvered efficiently because steel-structural columns were spaced so that trucks had to be stacked three deep in a bay. If one truck was needed, sometimes one or two others had to be moved to use that vehicle.
In addition, trucks in the 1950s were smaller than they are today, so newer vehicles don’t fit properly in the space. The mechanic’s maintenance area had no lifts and limited working space.
The building had constant heating issues, no air conditioning, a leaking roof, and plumbing problems, which were not “adequate conditions” for employees, Madison County said. Complaints from residents in the village about noise was another issue, along with the potential for salt contamination to the ground-water supply.
Project partners took all those issues into consideration during the design and development process for the new highway garage, according to Madison County. ν

MASSENA, N.Y. — A project focusing on $3 million in improvements at Massena Intake Park in in St. Lawrence County is now complete.
The Massena Intake Park is a local marina and picnic facility. It’s associated with the New York Power Authority’s (NYPA) St. Lawrence-FDR Power Project on the St. Lawrence River, the New York governor’s office said.
The improvements include an expansion of existing boat launches from four to eight, a new dock and room for seasonal boat parking, the addition of two new picnic pavilions with restrooms, along with parking and handicap-accessibility features.
Eugene Nicandri, vice chair of the NYPA board of trustees; Gil Quiniones, president and CEO of NYPA; and NYPA leaders joined state and local elected officials in Massena at a July 23 ribbon cutting to formally open the renovated facility.
“I’ve been watching the progress on this park over the past several months and I am very pleased to celebrate the conclusion of this work and the official opening of these renovated facilities,” Nicandri, a resident of Massena, said. “I am very proud of the partnerships NYPA has built throughout the North Country. It is this recognition of community and partnership that makes important upgrade projects like this possible benefitting the entire area. This is great beginning of a new chapter in the post-pandemic life of this community.”
Located along a scenic portion of the St. Lawrence River and New York’s international border with Canada, the Massena Intake is a “popular stop” for boaters and serves as an inviting local attraction for visiting tourists.
It is also the site of several national fishing tournaments. The Massena Intake is one of several recreational facilities that fall within the Federal Energy Regulatory Commission’s project boundary for NYPA’s St. Lawrence-FDR hydropower plant in Massena.
Work on recreation facilities, which began in 2019, stemmed from the New York Power Authority’s 10-year review of the 2003 relicensing agreement for the St. Lawrence-FDR power project. NYPA owns and operates the park and funded the renovations.

The auditorium is used throughout the year by several local and regional organizations and touring groups.
OGS in March 2020 awarded contracts for the project to several local and regional firms. They included Bernier, Carr & Associates Engineers, Architects & Land Surveyors, PC of Watertown, which served as the design consultant. The companies also included heating and plumbing contractor Burns Bros Contractors, LLC of Syracuse and electrical contractor Dow Electric, Inc. of Malone. Bette & Cring, LLC of Latham, near Albany, was the construction general contractor.
Subconsultants on the project were Scheu Consulting Services, Inc. of Fayetteville and Jade Stone Engineering, PLLC of Watertown, a New York State-certified woman-owned business, OGS said.
Renovation improvements
Improvement to the auditorium included increased accessibility — with ADA-compliant theater seating in areas throughout the auditorium, handrails, bathrooms, dressing rooms, and ramp leading to the stage and dressing rooms. ADA is short for the Americans with Disabilities Act of 1990.
In addition, the work included new hardwood stage floor and a modern curtain-raising system; improved and “modernized” sound and lighting systems that will allow added flexibility to accommodate lectures, training, local recitals, and regional and national entertainment.
The improvements also included LED (light-emitting diode) lighting in the auditorium and stage area; a new projector screen and ceiling-mounted projector; and newly refurbished bathrooms and dressing rooms that will benefit both audiences and performers.
In recent years, OGS says it has made considerable improvements to the Dulles State Office Building in Watertown, making it a more secure and environmentally friendly facility for the people who work there and members of the public who come to conduct business or attend an event.
