ALBANY, N.Y. — AARP New York is applauding a new state law that will help as many as 2.5 million private-sector workers save for retirement through an automatic enrollment payroll-deduction savings program.
The new law “strengthens” the state’s enacted but yet-to-be-implemented Secure Choice Savings program. It requires private companies and nonprofit organizations with at least 10 employees — that don’t already offer a retirement-savings option — to enroll their workers in a portable Secure Choice individual-retirement account (IRA) unless the employee opts out.
The requirement promotes retirement saving in a “convenient, low cost, and portable” manner, New York Gov. Kathy Hochul’s office contended in an Oct. 21 news release.
Hochul signed the bill Oct. 21 and AARP New York reacted the same day.
Established in 2015 by the New York State Secure Choice Savings Program Act, the Secure Choice Savings plan is a “self-sufficient,” retirement-savings program in the form of an automatic enrollment payroll deduction IRA. The program is overseen by the New York State Secure Choice Savings Board, composed of nine appointed members.
The New York State Department of Taxation and Finance will oversee the development and implementation of the program “as the board sees fit,” per Hochul’s office.
Over half New York’s 18- to 64-year-old private-sector workforce lacks access to employer-offered savings options as fewer companies offer pensions or 401(k)s than in previous decades, according to AARP New York.
The stronger Secure Choice program will “particularly benefit” employees of color — two-thirds of Hispanics, about 60 percent of Asian Americans, and 52 percent of African Americans — working in private-sector jobs who don’t have access to a workplace savings option.
The law will also offer businesses a “virtually cost-free” way to provide their employees with a workplace retirement-savings benefit. A recent AARP New York survey found that about four out of five small businesses in New York (79 percent) agreed that the legislation (S5395A/A.3213A) should be signed into law.
“Governor Hochul is empowering millions of working New Yorkers to save for a financially secure and independent retirement – while providing small businesses an effective way to attract and retain employees,” Beth Finkel, director of AARP New York, contended.
New York’s new law is modeled on other state programs in California, Illinois, and Oregon.
With automatic enrollment, 90 percent of eligible employees participate in workplace retirement-savings programs, AARP New York said, citing an April 2017 report from the AARP Public Policy Institute titled, “Higher Initial Contribution Levels in Automatic
Enrollment Plans May Result in Greater Retirement Savings: A Review of the Evidence.”
Without it, participation rates drop to 70 percent — including mostly older employees and higher paid workers. Younger employees, women, people of color, and lower-paid workers are less likely to participate, the April 17 report noted.

Residents in my district were forced to experience them firsthand [recently] as we witnessed one individual terrorizing our neighborhoods and getting arrested four times in less than a day.
That’s right, four arrests … in less than a day.
Bryan Salazar, a 25-year-old man from Del Rio, Texas, was arrested and released on three separate occasions over the course of a 24-hour period before finally being held with bail for felony burglary and grand larceny. Prior to his last arrest, which was the result of Salazar breaking into a construction office in Whitestown, the Texan had been arraigned not 10 minutes prior for another burglary charge.
The many accusations levied against the man include breaking into a car dealership, stealing a mobility scooter from a local Walmart, and trespassing into the home of a nearby resident. Each time Salazar was arrested, he was released back into the community.
I have repeatedly warned my [legislative] colleagues in the majority that the overhauling of the bail system and taking away the authority of judges to hold defendants was going to make New York less safe. Stories like Bryan Salazar’s have become commonplace, and the ugliest parts of criminal-justice reform championed by the liberal lawmakers are being exposed every day. Additionally, another misguided component of Democrats’ reforms — one that called for criminal defendants to have access to crime scenes, including the homes of the individuals they were accused of victimizing — was fortunately struck down as unconstitutional by the New York State Supreme Court.
Simply put, Democrats have created a system that protects and emboldens criminals to continue to repeatedly commit crimes. These so-called “reforms” were pitched to the public as a way to alleviate some of the pressure on the prison system and ensure poor individuals were treated fairly in the courts. These are laudable goals, but unfortunately have no correlation to the illogical and misguided policies currently in place.
New York is less safe than it was just a few years ago, and it is the job of the legislature and governor to protect every single person they represent. Right now, that is not happening. We cannot continue to let New York slip any further. The criminal element here is operating unchecked, and it is long past time for a drastic overhaul of the policies and procedures governing our criminal-justice system. Without that overhaul, I have no doubt we will be reading about another Bryan Salazar terrorizing another community next week.

The world is approaching a water crisis that will impact the lives of several billion people, according to the World Meteorological Organization. We can’t solve this crisis easily, but there are many things we should do.
One of the most important is to raise public awareness. Many people just don’t know there’s a problem, much less a looming crisis. They don’t know what they can do to help, from choosing water-efficient appliances to supporting better government policies.
We also need better technologies for water treatment and conservation, which will require investing in research and development. Breakthroughs in these areas will yield dividends here in the United States and, especially, in developing countries.
Much of the water we use can be recycled and reused. Systems can be designed in which so-called graywater — water from cleaning and cooking — can be kept separate from sewage, treated lightly, and used to water gardens, flowers, lawns, and crops.
Speaking of crops, agriculture accounts for some of the most intensive uses of water, especially in the Western United States, parts of which are facing severe water shortages. In California, farms use four times as much water as cities. Agriculture is vital, but we can develop irrigation technologies that use less water and favor crops that need less irrigation.
We should adopt pricing schemes that reward consumers for conserving. Some cities and utility systems do this, but not enough. It doesn’t make sense to charge the lowest rates to the biggest and most-wasteful water users.
On the technology front, we can build more salination plants to convert ocean water into fresh water. We have plentiful water in the Earth’s oceans but removing the salt has been expensive. It makes economic sense in places like Saudi Arabia, where water is scarce and energy for running the plants is cheap. As water scarcity expands and technology improves, the equation will change.
A direct source of fresh water is precipitation: rainfall and snowfall. Often this water runs off and disappears before it can be used. We can plant vegetation to slow runoff and use reservoirs and other methods to capture rainfall and glacial meltwater, making it more readily available.
We need to improve our water infrastructure. Many of our water treatment and distribution systems were built when water was plentiful and cheap; they are wasteful and inefficient. In some cities, lead pipes are a health hazard. These systems need to be modernized.
Finally, we will need limits on population growth in vulnerable areas. We shouldn’t promote urbanization in drought-prone regions where it’s expensive to provide the water needed for development. Neither should we encourage building in areas that are at risk of repeated floods.
Many of these actions will take local, state, and national legislation. Changing pricing schemes, regulating population growth, and investing in research and development are all strategies that fall to government.
The looming water crisis is a global crisis and managing it will require international cooperation and treaties to govern the rights and responsibilities of nations. Also, water problems are intrinsically tied to climate change. If we fail to control greenhouse-gas emissions and slow the rate of climate change, managing the water crisis will be much harder.
These are just a few of the steps that we can take, and there are undoubtedly many more. The looming world water crisis is serious. We need to start now by doing what we can.

In those roles, he taught animal science, human physiology, and anatomy classes, and coached the livestock and horse-judging team. MARA METZGAR has been hired as a visiting instructor of mathematics at Cazenovia College. She has experience teaching math to students from elementary-school age to the college level. Metzgar most recently served as coordinator of the PTECH program at Onondaga Community College, helping students navigate college and tutoring various subjects and college-success strategies. She developed the STEAM curriculum program and taught STEAM subjects at the Milton J. Rubenstein Museum of Science and Technology. Metzgar also teaches SAT preparation courses at Onondaga Community College and Manlius Pebble Hill School, writes national math and science curriculum materials, and trains adults to be Montessori teachers in the United States and Europe. A Binghamton native, Wiesner received a bachelor’s degree in biology from Hobart College and his osteopathic degree from the New York College of Osteopathic Medicine. He completed residencies with the Peninsula Hospital Consortium in Queens, and a fellowship with the Florida Orthopaedic Institute in Tampa. In his new role, Wiesner will oversee the direction and management of all orthopedic services at UHS hospitals. He will also continue in his practice as an orthopedic surgeon with UHS.
JAMES SHADDUCK has been appointed administrator of UHS Senior Living at Ideal. He comes to Ideal with vast experience in skilled-nursing facility and long-term care administration across three states. Shadduck has a proven track record of exceptional leadership, team-building, and financial turnaround, UHS said. Most recently he has been administrator of Bradford County/Complete Healthcare Resources in Troy, Pennsylvania, and administrator at Absolut Care of Endicott. Previously, Shadduck served in a number of executive capacities with long-term care facilities in Idaho, including director of operations at Ashley Manor in Boise. He received a bachelor’s degree in business administration from the University of Pittsburgh.
BRIAN CHAMBERLIN has been hired as administrator of UHS Senior Living at Chenango Memorial Hospital. He worked for New York State for more than 20 years as a social worker and has been a licensed nursing-home administrator for 22 years. Starting in 2000, Chamberlin has held administrator positions at a series of 13 long-term care facilities across upstate New York, including, most recently, Betsy Ross Rehabilitation and Nursing Home in Rome. He holds a bachelor’s degree in sociology from SUNY Plattsburgh and a master’s in health-care administration from the New School for Social Research.
MICHELE GORDON, RN, has been named senior director of patient experience at UHS Hospitals.
