ENDICOTT, N.Y. — The Agency says it has selected Colliers Engineering & Design to complete a master facility plan for the Huron campus.
It is seen as a “critical step” in advancing the long-term redevelopment of the former IBM site in Endicott, the Agency said in its Jan. 21 announcement.
The Agency is the rebranded name of the Broome County Industrial Development Agency (IDA) and the Local Development Corporation.

The master facility plan will provide a “strategic roadmap” for the future of the Huron campus, evaluating existing buildings and infrastructure; identifying redevelopment opportunities; and positioning the site to support advanced manufacturing, innovation, and workforce development. It will also position the site for other “high value uses” aligned with regional and state economic-development priorities.
The Agency is working closely with Phoenix Investors, which owns the campus, to conduct the study. The Agency is providing $75,000 in funds with a matching grant from Empire State Development’s strategic plan and feasibility-study program to round out the funding.
The Broome County IDA expects the master facility plan to be completed in eight months with findings pertaining to future redevelopment phases and investment strategies.
“The Huron Campus represents one of the most important redevelopment opportunities in the Southern Tier,” Stacey Duncan, executive director of The Agency, said in the announcement. “Engaging Colliers Engineering & Design allows us to take a disciplined, but creative approach to planning that will help us unlock the site’s full potential and attract new investment and job creation. We’re grateful to Empire State Development for recognizing the significance of this campus in the broader New York State economic development ecosystem.”
Colliers Engineering & Design brings experience in large-scale campus planning, industrial redevelopment, infrastructure analysis, and public-private development strategies. The firm will work with Agency staff; local-government officials; industry and education stakeholders; and regional partners to assess building conditions, utilities, transportation access, site constraints, and market-ready opportunities.
The resulting master plan will help guide future infrastructure investments, support grant applications, and ensure the Huron campus is positioned to compete for employers within New York state’s advanced manufacturing and clean-technology sectors.
The Huron campus has “long served as a cornerstone of the region’s manufacturing legacy,” the Agency contended. The master facility plan represents a key step toward reimagining the site as a modern employment center that builds on that legacy while meeting the needs of today’s economy, per the announcement.
