NICHOLS, N.Y. — The New York State Gaming Commission has granted Tioga Downs a commercial gaming license.
The license allows Tioga Downs to “complete its transformation” into a full-scale casino, replacing the current video-lottery terminals with slot machines, the company said in a news release issued Tuesday.
It can also add blackjack, roulette, craps, a poker room. and other casino card games that the gaming commission would permit.

The New York State Gaming Facility Location Board last October recommended the state Gaming Commission approve Tioga Downs’ application for the state’s final gaming license.
“The community’s outpouring of support has been invaluable towards making this happen. Your calls, letters and public comments made all the difference in making this happen for Tioga Downs,” Jeff Gural, owner of Tioga Downs, said in the release.
Tioga Downs plans to break ground on the new 161-room hotel and convention center on Tuesday.
