JOHNSON CITY, N.Y. — Square Deal Partners broke ground on Monday June 2 on its $15.5 million project to redevelop the former Davis College campus at 400 Riverside Drive into a mixed-use project with 67 market-rate apartments and about 22,000 square feet of commercial space.
“We are excited to see the redevelopment of the former Davis College into Riverside Gardens,” Johnson City Mayor Martin Meaney said in a Broome County announcement. “This property is in the middle of a residential neighborhood and has sat dormant for quite some time. This redevelopment will provide much needed housing along with bringing vibrancy back into this beautiful park-like setting.”
Led by Square Deal Partners, the project will blend residential living with business space. The apartments will feature amenities such as fitness and recreation areas, gaming lounges, and private storage. Public-facing features will include a restaurant, gym, outdoor grilling areas, and electric-vehicle charging stations.

“Riverside Gardens brings new life to a key area in Johnson City and addresses our growing need for more housing,” Broome County Executive Jason Garnar said in the announcement. “It’s exactly the type of forward-thinking development our community needs, and Broome County is proud to support it through our new Economic Development Fund, the first of many projects we’ll help bring to life.”
Along with $500,000 from the county’s new Economic Development Fund, the project received $500,000 from New York State’s Restore New York Communities Initiative and a PILOT agreement and sales and mortgage tax exemptions from the Broome County Industrial Development Agency.
Officials said the project not only addresses the growing need for housing in the county, but also further supports the ongoing revitalization of Johnson City and its surrounding communities.
“The groundbreaking for the new Riverside Gardens at the former Davis College site marks a significant step forward in the continued redevelopment of underutilized properties in Broome County,” Leadership Alliance CEO Stacey Duncan said. “As construction begins, it symbolizes the transformation of the site into a vibrant residential community.”
Davis College, which focuses on Bible-centered higher education, announced in 2019 it had received approval to sell the property in Johnson City. In 2023, it received approval to relocate the college, which is now located on the Word of Life Bible Institute in Pottersville (located in Warren County, in the Adirondacks).
