NORWICH — The U.S. Department of Agriculture’s (USDA) Rural Development Program will award the city of Norwich with just over $5 million through a loan and grant to build a water-treatment plant (WTP) in Norwich to replace its century-old facility.
“USDA’s loan and grant will create jobs in the short term for the City of Norwich as it improves the infrastructure necessary for future economic growth. The current water treatment plant in Norwich is over a century old and hampering the City’s ability to attract new businesses. Without this USDA funding, the City of Norwich’s plan to build a new water treatment plant would have been left out to dry,” U.S. Senator Charles E. Schumer (D–NY) said in a news release.
Norwich will receive a $4.02 million loan and a $1 million grant.

The current WTP in Norwich, which was constructed in 1904, has not been renovated since 1998, according to the release. Because of the deteriorating conditions of the WTP, the city’s water-filtration system’s capacity has declined considerably.
