ROME — Long before Oneida County was a political entity, the area served first as a military outpost for the Continental Army, then as a transportation hub on the Erie Canal, and next as a manufacturing center during the Industrial Revolution. During World War II, the region became home to a major Air Force base that helped to fuel the local economy. The closure of Griffiss Air Force Base toward the end of the 20th century threw the area into an economic tailspin.
Oneida County is now on the pathway to a new prosperity. “We’re building the bridge to get there,” says Anthony J. Picente, Jr., Oneida County Executive. In his Vision 2020 statement released in 2014, Picente explains, “We have the resources for building that bridge — our people, our institutions, our environment, and our character. The region is creating a high-tech hub driven by nanotechnology, cybersecurity, UASs (unmanned aerial systems), and the research and development at Rome Labs.”
The most visible part of the new economy is nanotechnology, the science of manipulating materials on an atomic and molecular scale especially to build microscopic devices. Oneida County has targeted the semiconductor industry with the purpose of establishing both a research-and-development center and a major fabricating facility to manufacture chips. Today, chips are ubiquitous, found in everything from televisions and cell phones to computers, automobiles, and medical devices. Semiconductor manufacturing is projected to be a $375 billion industry by next year, with average salaries nearly twice that found in the local economy.
The urgency of implementing Vision 2020 is based on the scheduled completion of the first construction phase (Q1 /2015) of the Computer Chip Commercialization Center (Quad C) located on the campus of SUNY Polytechnic Institute (formerly SUNYIT) in Marcy. The 253,000-square-foot building, which is about one-third of the planned facility, includes a 56,000-square-foot, Class-1 cleanroom designed to host public-private partnerships. The full build-out (675,000 square feet) should house 1,500 high-tech jobs on site.
The concept of the fabricating plant is also moving ahead rapidly. After 17 years of identifying a location, conducting an environmental-impact study, rezoning the site, obtaining a wetlands permit, commissioning an economic-impact study, obtaining state funding for site development, hammering out a PILOT increment financing (tax-sharing) agreement with five taxing entities, and purchasing additional land, the manufacturing-facility, site-development improvements are on track and the site is being marketed to the industry.
“When it is fully built out, the fab facility will house 8.3 million square feet,” says Steven J. DiMeo, president of Mohawk Valley EDGE, a regional economic-development organization headquartered at the Griffiss Business and Technology Park in Rome. “The [Marcy] site is comprised of 428 acres, which gives us ample room for expansion, and the fact that it will be shovel-ready allows companies to go into production rapidly. The location’s proximity to the Quad C research facility is a major attraction to manufacturers who want to be near cutting-edge research. My concern is that we align the workforce with the needs of business; that is to say, the school curriculum should match the career skill-sets needed. Tony’s (Picente) Vision 2020 creates the dialogue and focus necessary to accomplish this and to make the … [public] aware of the opportunities.”
In June 2013, the county executive convened a group of 50 volunteers to create three committees in order to develop a strategic plan designed to capitalize on the impending opportunities. The committees focused on aligning resources with the need to prepare the workforce (Education & Training committee), ensure adequate and appropriate housing, and be sure that the diverse community had access to the expanding opportunities. Picente designated this effort phase one of his vision.
Education & Training
“We want our students ready to support high-tech enterprises,” says Howard D. Mettelman, district superintendent for Oneida–Herkimer–Madison BOCES who chairs the Education & Training Committee. “Our goal is to have 100 percent of the 34,000 students in Oneida County competitively prepared for the workforce: That means a cradle-to-career plan. One way to accomplish this is to engage the K-12 education community to work in concert with business on career development and to create internships for the county’s youth.
We also need to work with business on internships for college students to gain hands-on, practical workforce experience. Just in the last year, we have doubled the number of high-school internships in the area from 470 to 955, and some of the local colleges have agreed to expand their internships by 10 percent. Internships help the student connect with business and decide whether an industry is attractive, and it also gives the company a chance to see the student work on real projects in a corporate environment to determine whether he/she is a potential employee.”
In addition to expanding internships, the committee is also focusing on creating a database to identify current job vacancies. “The [New York State] Department of Labor and the Workplace Investment Board are working collaboratively to create the database, which should be online in 2015,” affirms Mettelman. “The committee is also creating a nanotechnology advisory [sub-] committee to focus on the special needs of that industry, and we have reached out to the trades to create multiple pathways for both young and older adults. In addition, the Education & Training Committee is encouraging area colleges and universities to create new dual-credit offerings and to encourage ‘articulation,’ whereby students can get college credit at no cost while still in high school.”
Access & Opportunity
The Access & Opportunity Committee is designed to promote and support entrepreneurship, business development, and job creation in a diverse community looking for opportunities created through the county’s economic-development efforts. “This is a very diverse community,” says Anthony (Tony) Colon, founder and president of Techno-Logic Solutions, Inc. located in Utica. He defines diversity as underrepresented populations in ethnicity, linguistics, socio-economic status, religion, disability, age, and educational level. “The Utica city school district has 46 different languages spoken, and in 25 percent of the Utica homes English is spoken as a second language. As daunting as this appears, most countries utilize English in technology fields, so it doesn’t have to take a long time to move technologists into employment positions.
“The area is also known for welcoming immigrants and refugees and for having a number of agencies that can help to integrate new arrivals into the community,” continues Colon. “We need to streamline the process by creating a single welcome-center and be sure to communicate the help that is available.
We’re relying on the faith-based community and on individual community leaders to assist. Utica is a small city and we have a reputation for getting things done. Just look at the impact of the Boilermaker [race]. Finally, we need to eliminate barriers to translated resources and to interpreters; develop more mentors for the underrepresented populations; promote the benefits of minority- and women-owned businesses (MWBE) and of programs for the disabled (DBE); and create a support network among the existing MWBE and DBE communities to help newcomers complete the application process,” Colon says.
Housing
The third committee created in Vision 2020 is concerned with meeting the housing demands of a changing demographic associated with those employed in the new economy. “Most nanotech workers aren’t looking for traditional housing,” observes Picente. “Instead of the house in the suburbs, most of these workers want an urban setting, which means traditional apartments, condos, single-family attached homes, townhouses, and loft apartments.
Oneida County would benefit from the development of an inventory of these rental/lease properties. This means encouraging local governments to modify their land-use laws, zoning regulations, and subdivision restrictions; speeding up the depreciation schedule for investors; and identifying creative, new financing vehicles to encourage private-sector investment.”
DiMeo detects a real sense of optimism in the community. “Good days are ahead of us,” he opines. “There is a sense that this county has invested wisely for the new economy; that a rising tide should lift all boats. We watched the nanotechnology strategy in the Albany–Saratoga region, which took 20 years to develop, and we have learned from that process. Phase one of Vision 2020 focuses on Oneida County, but this is clearly going to be a regional development effort.
“The Marcy Campus is now tied to Albany, so we need to draw a 90-mile radius around Oneida County and focus longer-term on a regional approach. Keep in mind the snowball effect once the Quad C center and fab facility are built out. Ultimately, we’re expecting 3,000 workers on the campus sites with a multiplier effect of four additional jobs, and that’s just the impact of nanotechnology. Add in workers needed in cybersecurity and in the burgeoning UAS industry, and there is a clear path to growing the area’s population and creating high-paying jobs,” DiMeo says.
Picente agrees that Vision 2020 will lead to a regional effort, “… but we had to start somewhere,” he says. “We need to establish a solid footing before expanding geographically. I expect committee reports on our progress by early 2015, and then we can monitor our phase-one progress and move on to phase two, which will focus on our transportation assets and other areas that need support, such as retail and general services. I have added $5 million over five years to upcoming budgets to support needed incentives, infrastructure improvements, education, and quality of life issues. (The county legislature adopted the budget on Nov. 12.) This master plan is designed to prepare us for growth in both the county population and in jobs. These are the two benchmarks I’m using to determine success. The real credit goes to those involved in the planning process and to the community for embracing the vision of a new and prosperous economy. Together, we are ready.”

SALINA — Roth Global Plastics, which operates at the Salina Industrial Powerpark off Military Circle in the town of Salina, is a manufacturer of blow-molded polyethylene residential septic, cistern, and rainwater tanks.
“We also blow mold private-label parts for other companies where they take care of all the downstream branding, distribution, [and] transportation,” says Joseph Brown, president and CEO of Roth North America.
Roth North America is a holding company that includes Roth Global Plastics and the Roth Industries manufacturing location in Watertown, according to Brown, who spoke with the Business Journal News Network on Nov. 20.
The parent company, Roth Industries, headquartered in Buchenau, Germany, is a family-owned business with locations in more than 40 countries, $250 million in annual sales, and 1,100 employees.
The local operation recently signed a 10-year lease extension at the Salina Industrial Powerpark with its landlord, Detroit, Mich.–based Racer Trust.
Roth Global Plastics started its original 10-year lease at the Salina facility in 2003.
Roth North America specializes in products that produce, distribute and store energy for the residential market.
Its double-wall oil-storage tanks are produced in Watertown, and the multitanks (septic, cistern and rainwater-collection tanks) are made in Salina.
Roth Global Plastics, which leases 103,200 square feet at the Salina Industrial Powerpark, has 22 employees at the local facility. The Roth Industries 80,000-square-foot manufacturing operation in Watertown employs 23 people.
The company expects to manufacture about 8,000 units (septic and cistern rainwater tanks) at Salina in 2014, says Brown.
“In Watertown, we’ve had a record year in both [double-wall] tank sales and the road-barrier sales, so business has been steadily getting better the last couple of years,” says Brown.
For its company-branded products for which it manages the sales and distribution channel, Roth sells “exclusively” into the wholesale market, says Brown.
“It means we don’t sell over the Internet, we don’t sell [at] Home Depot, we don’t sell [at] Lowe’s, we don’t sell [at] any mass merchants or retailers,” says Brown.
The firm sells products to wholesale supply houses that may have just one location or have independent ownership.
One such wholesale operation is Bedford, Mass.–based F.W. Webb Company, which describes itself as “the Northeast’s largest distributor of critical products that help people build, maintain, repair, and operate homes and facilities.”
F.W. Webb Company has local operations at 6792 Townline Road in DeWitt.
Operations
Roth Global’s operations include the “world’s largest blow-mold machine,” according to a Racer Trust news release announcing the lease extension.
Its 1,000-pound capacity is about “four times larger than any other machine in North America,” enabling Roth Global to manufacture “higher-capacity tanks” than its competition, the news release said.
Roth makes its multitank (its septic tank) with four “discreet” layers of plastic allowing an interior lining with a food-grade resin, or a “wetted” surface, says Brown.
“That allows [us] to make one tank and use it for multiple applications,” he adds.
A customer could then use the underground tanks for on-site sewage, to gather rainwater, or for low-yield well management, says Brown.
Roth also uses blow-molding technology for its double-wall tanks, which it sells primarily throughout the Northeast for storage of residential fuel oil.
Besides its own products, Roth Global Plastics also manufactures kayaks for Point 65 Sweden, a kayak brand based in Sweden.
“They’re establishing their sales and distribution channel for their [recreational] kayak products here in North America,” says Brown.
Roth Industrial in Watertown also blow molds plastic road barriers for Dallas, Texas–based Trinity Highway Products, LLC, he adds.

Nearly six in 10 New York state consumers (59 percent) plan to spend about the same this year compared to 2013 on holiday gifts, 32 percent expect to reduce their spending, and only 7 percent intend to spend more.
That’s according to results of the annual statewide poll of holiday-spending plans that the Siena (College) Research Institute (SRI) released on Nov. 24.
“I think that what the poll is telling us is that … New Yorkers remain very guarded in their spending and I think that the indication is that we will see approximately the same level of spending as we did a year ago,” says Donald Levy, SRI director.
Levy spoke with the Business Journal News Network the same day SRI issued the poll results.
“Consumers are telling us that they intend to [or] … would like to spend a little bit less than they did last year,” he adds.
Levy also notes the finding is “surprising” given that consumer sentiment is up from where it was a year ago, both nationally and in upstate New York, where “it’s trending slightly upward.”
In analyzing the survey data, Levy also believes that consumers are saying that even though the economy has “leveled off,” the “leveling off” is making shoppers feel they still need “to be careful.”
Nearly two-thirds of respondents are buying gifts for the same number of people and 58 percent are budgeting the same dollars per individual this year compared to last year, SRI said.
Similar to 2013, 64 percent (61 percent last year) plan to hold their gift spending under $600, while 23 percent (25 percent last year) have budgeted $1,000 or more.
By a two-to-one margin, respondents say, as much as they can, they will buy practical gifts more than splurging on impractical items.
“They may very well buy significant-ticket items … [but] as best as they can, they’re going to focus on what they need as opposed to what they want,” says Levy.
And more than 80 percent plan to pay off their bills immediately instead of letting them extend well into 2015.
Plans to shop online increased “slightly” this year as 49 percent of New Yorkers intend to conduct at least 25 percent of their shopping online, up from 46 percent a year ago, according to the SRI data.
Nearly one-quarter of respondents aged 18 to 34 plan to do 75 to 100 percent of their shopping online, says Levy.
“If I’m a brick and mortar retailer, I’m concerned that folks are going to come into my store, especially early [on in the shopping period] … do [their] window shopping, and see if [they] can buy it online less expensively,” he adds.
The survey also found 58 percent of New York state consumers say that they are excited about the upcoming holiday season, which is down from 72 percent in 2013.
It also found 41 percent are either not very or not at all excited.
Donations, winter weather
The survey also found 75 percent of all New Yorkers say that they will be making donations of money, food, or gifts to charitable organizations that focus on the needy during the holiday season.
“That’s a very strong level of charitable giving,” says Levy.
Even among those making less than $50,000, nearly two-thirds plan to donate, according to the data.
When asked to assess their feelings about winter, 60 percent of New Yorkers said that while “it may be cold, it is a special time of year” and that they look forward to winter activities and all the season provides, but 36 percent admit that they “dread it,” especially the cold and the darkness, according to SRI.
The survey found 39 percent of New Yorkers predict more than average snow this year, 37 percent expect an average accumulation, while only 16 percent expect less than average snow.
Researchers conducted the survey prior to the recent record snowfall in Western New York, Levy noted.
The survey found 70 percent of all New Yorkers put up a Christmas tree for the holidays. Of that figure, 61 percent have an artificial rather than a real tree.
In addition, a majority, 51 percent, most often use “Merry Christmas” as their holiday greeting rather than “Happy Holidays” (38 percent) or “Seasons’ Greetings” (6 percent).
The SRI conducted its survey of holiday-spending plans Nov. 3 through Nov. 17 by random telephone calls to 809 New York adults via landline and cell phones.
The institute statistically adjusted the data by age, race/ethnicity, and gender to ensure representativeness.
SRI said the poll had a margin of error of plus or minus 3.4 points.

SYRACUSE — The Central New York International Business Alliance (CNYIBA), an organization formed to enhance global sales of companies in the 12-county region, uses education and trade missions to encourage regional companies to export their products.
That’s according to Steven King, CNYIBA director.
The CNYIBA is based at the office of CenterState CEO, the region’s primary economic-development organization, at 115 W. Fayette St. in Syracuse.
The CNYIBA, which dates back to the mid-1990s, relaunched Oct. 24, 2013 with the announcement of new programs and services to support growth through exporting.
The alliance provides outreach, mentoring and consulting services, educational programs, and will offer trips for international-trade missions, says King.
He spoke with the Business Journal News Network on Nov. 24.
In his role, King will meet with area businesses that are facing different types of challenges in exporting.
“They might have some questions on an international distributor contract. They might have some compliance problems. They might have a logistics challenge that they can’t get through. And we’ll provide resources and connections, as well as advice and guidance directly from us to those companies to resolve their challenges,” says King.
The organization has worked with more than 160 local companies in the last year, including manufacturers and service firms, he adds.
The CNYIBA also offers educational programs and services to help local companies “build their knowledge, reduce their fear, and allow them to feel more comfortable exporting,” says King.
The educational programs include ExportNY, a four-month international business development program, which Syracuse University and the Central New York Technology Development Organization present in collaboration with the CNYIBA.
“We’ve put 15 companies through the program this year and we’re going to run probably two programs next year as well to help companies build export plans,” says King.
The alliance is in touch with companies that have experience with exporting in given fields that can help mentor other firms hoping to sell their goods in overseas markets.
King used an example of a medical-device company that might want to export to a particular region. The CNYIBA is connected with “other device companies that aren’t competing” but could share their experiences of handling compliance issues in a country such as Singapore.
CenterState CEO and the CNYIBA see exporting an “important” method to grow the region’s wealth, says King.
He notes that 95 percent of the global population and 75 percent of the planet’s wealth are located outside the U.S.
“There’s a lot of opportunity out there,” he adds.
He also notes the U.S. currently has 21 percent of the world’s middle-class citizens, a figure that will drop to 20 percent by 2030 because the middle class in nations such as Brazil, China, and India is “rapidly growing.”
“American companies should be playing in those areas to take advantage of those middle classes growing their demand for all sorts of products,” says King.
Trade missions
The CNYIBA conducted trade missions to China in August and to the ASEAN region in early November.
ASEAN is short for Association of Southeast Asian Nations, which includes Singapore, Vietnam, Thailand, Philippines, Myanmar, Malaysia, Indonesia, and Cambodia, according to the ASEAN website.
The trade mission to the ASEAN region targeted firms selling digital-electronic devices that wanted to explore exporting possibilities in those countries, says King.
The International Trade Administration, which is part of the U.S. Department of Commerce, provided CenterState CEO with a grant of $225,000 from its market-developer cooperator program, andCenterState CEO provided nearly $475,000 in matching funds for such trade missions.
The U.S. Department of Commerce announced the CenterState CEO grant on Aug. 27, 2013, which was part of a total of nearly $2 million in financial assistance to support projects that sought to increase exports, create jobs, and “strengthen American global competitiveness,” according to the department’s website.
The CNYIBA uses the grant to sponsor and subsidize the plane tickets and some of the research involved, says King.
“It allows them to get face-to-face with the players in the industry that they’re in … in those markets,” he adds.
The October 2013 relaunch of the CNYIBA follows the 2011 development of the CenterState Export Plan, which a group of regional partners devised with the Brookings Institution, a private, Washington, D.C.–based nonprofit organization that focuses on independent research.
The plan called for a lead agency to provide export services and guidance to local companies, and the CNYIBA holds the designation.
