CLAYTON, N.Y. — The New York State Department of Environmental Conservation (DEC) and the Thousand Islands Land Trust (TILT) in February announced acquisitions and easements to protect more than 182 acres of significant watershed lands in the town of Clayton in Jefferson County.
This partnership is part of the state’s Water Quality Improvement Project (WQIP) Program and seeks to help protect the surface-water quality of the St. Lawrence River, a source of public drinking water for thousands of people in the region, the DEC and TILT said.
“These latest easements and acquisitions in partnership with the Thousand Islands Land Trust will continue to help ensure clean water for communities and preserve the water quality in the St. Lawrence River watershed.” DEC Commissioner Basil Seggos said in a release.
The St. Lawrence River is a drinking-water supply for many communities in the region, and as shoreline development and agricultural expansion continue, the susceptibility for water contamination of this widely used source water grows, the DEC and TILT contend. TILT is focusing its conservation efforts under this state WQIP project to help preserve the river’s Grindstone and Picton islands. TILT has acquired easements and acreage totaling about 182 acres across five parcels that contain natural vegetated shoreline buffers and coastal marsh habitats that will be “conserved in perpetuity” to ensure the protection of valuable drinking-water supply. The details are as follows.
• Deedy: This 2018 conservation easement in Clayton was a full donation to TILT for permanent source-water protection. The late Ken Deedy, one of TILT’s founders, along with his nephew, Matthew M. Deedy, donated an easement on nearly 26 acres of their 31-acre property on Grindstone Island. The easement was implemented to limit subdivision, development, mining, and other major disturbances to the land’s source-water value and sensitive ecological and aesthetic qualities. The easement-protected forests, granite outcrops, and undeveloped shorelines provide habitat for many species of native flora and fauna.
• Picton III and IV: Picton III is a conservation easement on about 32 acres that was also a full donation to TILT. Picton IV is a 49-acre conservation easement partially donated to TILT. Picton Island’s array of mixed deciduous-coniferous forests, coastal wetlands, and granite rock outcroppings comprise a diversity of habitat types and terrain variations that protect the water quality of the St. Lawrence River. The unfragmented forest acts as a habitat corridor, providing connectivity across the Frontenac Arch, the release stated.
• Ramseier: This conservation easement on about nine acres in the town of Clayton was acquired for $41,500. It abuts TILT’s Heineman Songbird Forest at the foot of Grindstone island. The easement maintains the natural beauty of the undeveloped shoreline near the Picton Channel, as well as a coastal marsh and its upland buffer, which are both key to protecting the drinking-water source, per the release.
• Rusho: This 67-acre parcel was acquired for $115,000. Situated between Delaney Bay and TILT’s Rusho Farm Preserve on Grindstone Island, the Rusho property’s forested riparian habitat and marsh fringes provide “unparalleled” source-water protection value, the organizations contend.
The Department of Environmental Conservation awarded the Thousand Islands Land Trust a $555,571 WQIP grant to use toward the protection of these parcels and two other easements in progress in the Thousand Islands region, further protecting the water quality of the St. Lawrence River.

GEDDES — The COVID-19 mass vaccination site at the New York State Fairgrounds is now pumping out up to about 10,000 total doses per day.
Vaccinators at the Expo Center vaccine site put 9,758 doses into arms over a 24-hour period on March 8-9 and 8,874 doses over a 24-hour period on March 7-8, the state said.
The State Fairgrounds vaccination venue went to a 24-hour format starting on the night of March 5 with the introduction of the newly approved one-dose Johnson & Johnson vaccine. That vaccine is administered in the overnight hours while the Pfizer two-dose vaccine is deployed during the rest of day.
The site has drawn vaccine seekers from across upstate New York, including the Buffalo, Albany, and Hudson Valley areas.

State Senate approves energy-efficiency bill
ALBANY, N.Y. — The New York State Senate on March 9 approved a bill that seeks to address the “high cost of energy bills” statewide by weatherizing homes and creating jobs in the state’s “most vulnerable” communities. ALBANY, N.Y. — The New York State Senate on March 9 approved a bill that seeks to address the “high cost of energy bills” statewide by weatherizing homes and creating jobs in the state’s “most vulnerable” communities.
Lawmakers approved the measure in a 54-9 vote, per a news release from New York Energy Democracy Alliance (EDA), a statewide alliance of community-based organizations, grassroots groups, and policy experts advocating for a “renewable, equitable, accountable and local” energy system for this state.
The Energy Efficiency Equity and Jobs Act will require utilities to ensure that low-income communities of color receive an equitable share of energy-efficiency funding and jobs. This bill would require deployment of energy-efficiency retrofits to low-income communities and communities of color.
It will also require the state to allocate worker-training funds for energy efficiency in these communities statewide. It will also necessitate that the state energy agency publicly track actual benefits of energy-efficiency retrofit work.
The bill also addresses some important barriers to energy efficiency by opening energy-efficiency funding to remove lead, mold, and asbestos as part of an energy-efficiency retrofit.
The New York City–based group WE ACT for Environmental Justice pushed for the bill and the New York EDA provided support.
The groups say they will now work to push for passage of a companion bill in the New York Assembly.

Sysco sells, markets, and distributes food products to restaurants, health care and educational facilities, and hotels. Its family of products also includes equipment and supplies for the food service and hospitality industries. With more than 57,000 employees, the Houston, Texas–based company operates 326 distribution facilities worldwide and serves more than 625,000 customer locations. For fiscal-year 2020 that ended last June 27, Sysco generated sales of more than $52 billion.
The Sysco Syracuse distribution center is located at 2508 Warners Road in the town of Van Buren. Sysco Syracuse says it distributes more than 10,000 items, including meat, poultry, seafood, produce, dairy, frozen, beverage, dry, and canned-food products, as well as non-food wares such as paper plates, napkins, and cooking utensils.

WARSAW, N.Y. — Financial Institutions, Inc. (NASDAQ: FISI), parent of Five Star Bank, recently announced it is raising its quarterly dividend by nearly 4 percent.
The banking company will pay a quarterly cash dividend of 27 cents a share per common share outstanding for the first quarter, up from the 26 cents a share it paid for the fourth quarter.
Financial Institutions said it will pay the new, higher dividend on April 2, to shareholders of record on March 19.
“Our Board’s confidence in the Company’s strategy and earnings potential support this increase,” Martin K. Birmingham, Financial Institutions president and CEO, said in a Feb. 25 statement. “Today’s announcement represents our 11th consecutive annual dividend increase and demonstrates a strong commitment to shareholder return.”
At the banking company’s current stock price, the new dividend yields about 3.95 percent on an annual basis.
Five Star Bank, based in Warsaw in Wyoming County, has more than 45 branches throughout Western and Central New York. Its CNY branches include offices in Auburn, Seneca Falls, Geneva, Ovid, Horseheads, and Elmira.
Financial Institutions and its subsidiaries employ about 600 people.

SYRACUSE, N.Y. — The median rental price for most apartments in the Syracuse metro area rose more than 1 percent from the prior month and year-ago period, according to the March 2021 Zumper National Rent Report.
The median rental price of one-bedroom apartments in the Syracuse region was $850 in the latest month, up 1.2 percent from the $840 median price registered both a month ago and a year earlier, according to Zumper, an apartment-rental listings website.
The median rental rates for two-bedroom units in the area was $980 in the March report, up 1 percent from $970 the previous month and 2.1 percent higher than $960 a year prior.
Syracuse now ranks tied for the 79th most expensive rental market (or tied for 21st least expensive) among the top 100 markets in the nation, per the report. It is tied with Des Moines, Iowa.
The Zumper National Rent Report analyzes rental data from more than 1 million active listings across the U.S. The company aggregates the data monthly to calculate median asking rents for the top 100 metro areas by population.

BINGHAMTON, N.Y. — Hotels in Broome County welcomed fewer guests in January than in the year-ago month amid the ongoing coronavirus pandemic, according to a recent report.
The hotel occupancy rate (rooms sold as a percentage of rooms available) in the county declined 24.6 percent to 30.6 percent in January, according to STR, a Tennessee–based hotel market data and analytics company. It was the 12th consecutive monthly decrease in occupancy.
Broome County’s revenue per available room (RevPar), a key industry gauge that measures how much money hotels are bringing in per available room, plunged 32.6 percent to $22.22.
Average daily rate (or ADR), which represents the average rental rate for a sold room, was down 10.6 percent to $72.56 in January.

MARY C. WARD was elevated to senior VP and controller. Ward began her career with Security Mutual Life in 2008, joining the financial operations department as director of financial reporting.
