FENNER, N.Y. — A 140-megawatt solar array by Cypress Creek Renewables has received the go-ahead from the New York State Office of Renewable Energy Siting and Electric Transmission (ORES), which issued a final siting permit for the project, Gov. Kathy Hochul announced.
The Oxbow Hill Solar project, to be located in the town of Fenner, will create jobs, improve grid reliability, invest in infrastructure, and increase tax revenue for local schools and other community priorities, the state contends.
The Oxbow facility will contribute 140 megawatts of renewable energy to the grid while offsetting more than 177,000 metric tons of carbon dioxide and providing power for about 23,000 average-sized homes, according to the announcement.

It will consist of a solar array and associated support equipment along with an interconnection substation, fencing, access roads, and an operations/maintenance building. It will connect to the grid via the Fenner Wind to Whitman Road 115 kV transmission line owned and operated by National Grid.
The site is located on a portion of the existing Fenner Wind Farm, making it the first ORES permit where a solar facility is co-located with a wind facility.
The project will create about 330 jobs during construction, the state said.
