LOWVILLE, N.Y. — Lowville’s police chief and a sergeant at the Lowville Police Department were arrested Wednesday, following an investigation by the New York State Police.
Chief Randy L. Roggie, 59, was charged with one count of official misconduct, a misdemeanor.
Sergeant Philip K. Turck, 47, was charged with one count of falsifying business records, a felony, one count of official misconduct, and three counts of petit larceny, both misdemeanors.

Both men were processed and issued appearance tickets for the Town of Lowville Court on July 6 at 4 p.m.
State police did not release any additional information and referred all questions to the special prosecutor’s office at the Onondaga County District Attorney’s Office.
News reports link the arrests to falsified time sheets, but the DA’s office and village officials have not yet responded to requests for information.
