BINGHAMTON — Binghamton Mayor Richard David has appointed Clarence (Chuck) Shager, Jr. as the city comptroller.
Shager replaces Charlie Pearsall, who will serve as the business manager at the Binghamton-Johnson City joint sewage-treatment plant, the mayor’s office said in a statement released on Wednesday.
Shager has served as Tioga County’s chief accountant and budget officer since 2011, preparing annual budgets in conjunction with department heads and county legislators.

He was also Tioga County’s primary contact for the Federal Emergency Management Agency (FEMA), securing funding and handling administrative duties, the mayor’s office said.
Shager also served on the county’s information-technology committee, responsible for modernizing system services and identifying efficiencies, the office added.
Prior to his work for Tioga County, Shager served as corporate controller for the Vestal–based Matco Group Inc. between 1999 and 2010, according to Mayor David’s office.
Shager, a graduate of Le Moyne College in Syracuse, will begin his new duties on Monday. The city comptroller position pays $68,793 annually, the mayor’s office said.
