Mohawk Valley among three locations slated for new ON-RAMP training centers

UTICA, N.Y. — The Mohawk Valley is one of three locations that will advance to the planning state of the $200 million One Network for Regional Advanced Manufacturing Partnerships (ON-RAMP) program to create a network of high-impact workforce-development centers to connect people with careers, Gov. Kathy Hochul announced.

Each location will receive up to $300,000 in planning grants and, upon completion of a business plan, will be eligible for up to $40 million in implementation funding.

“These new ON-RAMP centers will be critical parts of the new I-90 advanced-manufacturing corridor, giving New Yorkers the skills and training necessary for a good-paying job,” Hochul said in the announcement.

The newly announced centers in the Mohawk Valley, Finger Lakes, and Capital Region join the flagship Central New York location in Syracuse.

Training provided through ON-RAMP, based on a model developed by the Northland Workforce Development Training Center in Buffalo, will work to reduce barriers that prohibit students from enrolling and completing post-secondary education. Those barriers can include transportation, childcare, academic readiness, and affordability.

The centers will combine industry, academia, social services, organized labor, and community organizations to provide training and wraparound support necessary to remove barriers.

The designated regions will spend the coming months in the planning phase, undertaking a comprehensive community and stakeholder-engagement process to develop a detailed blueprint for each center.

Mohawk Valley Community College (MVCC) will lead the process for the Mohawk Valley ON-RAMP center by redeveloping the soon-to-be-vacant science and technology building on its Utica campus. The new facility will be strategically located near major employers like Danfoss, Indium, and Wolfspeed and offer training for in-demand skills on low-cost, no-cost, and work-to-learn models. It will also create retention strategies to engage marginalized and underserved populations and support completion, as well as include employer integration to facilitate direct job placement.

MVCC will lead a consortium of six core organizations with a record of workforce innovation. The college’s Free Fast Track program and the Manufacturers Association of Central New York’s Real-Life Rosies and Advanced 2 Apprenticeship programs will all be housed at the ON-RAMP center, providing additional capacity for these programs to increase enrollment.

The Center for Economic Growth will lead the Capital region’s project while Monroe Community College will lead the Finger Lakes ON-RAMP center in partnership with RochesterWorks.

Over the past two years, chip companies have announced more than $112 billion in planned capital investments in New York, and one in four U.S.-made chips will be produced within 350 miles of upstate New York.

“The need for talent continues to accelerate as we prepare for historic investments from Micron and other companies looking to expand operations in New York state,” CenterState CEO President Robert Simpson said in the announcement. “ON-RAMP will help connect New Yorkers from priority populations with careers in high-growth industries like manufacturing and construction. Across New York state, these centers will both serve as state-of-the-art training facilities and as catalysts for the redevelopment of strategic, high-impact corridors.”
