State applies for federal funding to help the uninsured

Gov. David Paterson on Thursday announced the state has applied for federal funding to provide health-insurance coverage to eligible individuals who are uninsured and have pre-existing health conditions.

Paterson expects New York will receive nearly $300 million of the $5 billion available in the federal health-care reform legislation over the next three years.

DiNapoli sues BP over investment losses from oil-spill disaster

New York State Comptroller Thomas DiNapoli announced today he has hired a law firm to represent the New York State Common Retirement Fund in a class-action lawsuit against London-based BP, p.l.c. (NYSE: BP).

The state-pension fund will seek lead-plaintiff status in the action that stems from BP's explosion and spill at its Deepwater Horizon oil rig in the Gulf of Mexico.

State amends historic tax credit law

The New York State Legislature unanimously approved legislation amending the current Historic Preservation Tax Credit law to allow banks and insurance companies to claim the credit.
The change will allow redevelopment of more historic structures in communities like Syracuse, Utica, and Binghamton, supporters say.

Survey reveals attitudes on risk management

Risk management ranks low among the priorities for small business owners, according to a survey released this month from Travelers Cos., Inc. (NYSE: TRV).

The survey was conducted in May at America's Small Business Summit 2010 in Washington, D.C. Travelers, an insurer, was a sponsor of the event, which the U.S. Chamber of Commerce hosted.

State law authorizes prior review for rate hikes

The New York State Insurance Department again has the authority to review and approve health-insurance premium increases before they take effect.
Gov. David Paterson signed the bill allowing the reinstatement of the power today.

Since 2000, New York had regulated health-insurance premiums under a "file and use" law that "significantly" limited the state's ability to disapprove premium increases and allowed the insurance industry to regulate itself, the governor's office said in a news release.
