The Federal Financial Institutions examination Council (FFIEC) — a group of federal financial regulators empowered to issue uniform standards for most of the financial institutions in the United States — issued new guidelines to the nation’s federal credit unions, banks, and other financial institutions.

Alliance Financial Corp. (NASDAQ: ALNC) earned $2.8 million in the fourth quarter, unchanged from a year earlier.

Earnings per share in the period totaled 60 cents, up from 59 cents in the fourth quarter of 2010. For the full year in 2011, Alliance earned $13.3 million, or $2.80 per share, up more than 14 percent from 2010.

First Niagara Financial Group (NASDAQ: FNFG) earned $58.5 million in the fourth quarter, up more than 27 percent from a year earlier.

Earnings per share in the period totaled 19 cents, up from 22 cents in the fourth quarter of 2010. For the full year in 2011, First Niagara earned $173.9 million, or 64 cents a share, compared with $140.4 million, or 70 cents a share, in 2010.

A Ithaca–based banking company is expanding into Pennsylvania with an acquisition.

Tompkins Financial Corp. (NYSE Amex: TMP) announced plans today to acquire VIST Financial Corp. (NASDAQ: VIST) of Wyomissing, Pa. in an all-stock deal worth about $86 million. Shareholders must still approve the acquisition, which is expected to close in the third quarter.

Tompkins Financial Corp. (NYSE Amex: TMP) earned $9.4 million, or 84 cents a share, in the fourth quarter, up 5.6 percent from a year earlier. For the full year in 2011, the Ithaca–based banking company earned $35.4 million, or $3.20 per share, up 4.7 percent from 2010.
